International Physician Proficiency Certification (IPPC)is an international professional qualification certification program developed and administered by the Certified Health Care Professionals Association (CHCPA) based in the United States. It is designed for practicing physicians who obtained their medical degrees outside the U.S. and have accumulated a certain number of years of clinical work experience. The certification is awarded only after a rigorous qualification review and assessment process.
As a globally recognized credential for evaluating medical competency, the core value of the IPPC certification is to objectively and impartially assess the professional knowledge, clinical practice ability, and professional ethics of International Medical Graduates (IMGs). It provides a standardized competency endorsement for IMGs to pursue overseas medical-related positions and expand their international career pathways.
The IPPC certification builds a bridge for physicians from mainland China to enter the global healthcare arena, helping them break through career limitations and explore diversified international development opportunities. Through IPPC certification, candidates may gain access to U.S.-China medical resource coordination, medical consulting, and other professional opportunities.
Guided by the principle of aligning with international medical practice and global industry standards, the IPPC assessment fully covers the core competencies and qualifications of International Medical Graduates. It includes four major domains:
Comprehensive review of the applicant's medical education background, professional knowledge, and clinical reasoning ability to verify that the applicant possesses internationally compatible foundational medical competence required for overseas medical-related positions.
Strict review of the institutional accreditation, educational standards, and curriculum of the applicant's medical school to confirm that the institution is listed in international medical education directories and that the education meets internationally accepted standards.
Verification of the authenticity, validity, and international recognition of the applicant's medical diploma, clinical training certificates, medical license, professional title certificates, and other supporting documents.
Evaluation of core clinical skills, including clinical diagnosis, standardized medical procedures, doctor-patient communication, and emergency response, to ensure readiness for international medical practice.

Issued by the U.S.-based CHCPA, IPPC demonstrates that the holder has medical knowledge, clinical ability, and professional ethics equivalent to graduates of international medical schools.

Applicants may submit for IPPC certification if they meet any 3 of the following requirements. Final certification is granted after strict review and assessment by the Association.
Hold an associate degree or higher in a medical-related field, with credentials verifiable through international qualification agencies and compliant with international medical education standards.
Hold a Doctor of Medicine (MD) degree with demonstrated research achievements or clinical experience.
Have 5+ years of clinical experience at a licensed local medical institution, capable of independent diagnosis and treatment, with no record of medical malpractice.
Graduated from a medical school listed in international directories (e.g., WHO World Directory of Medical Schools).
Hold an intermediate or higher professional title in medicine, or a valid medical practitioner license recognized by national health authorities.
Provide other supporting medical documents, such as letters of recommendation from medical experts or publications in international journals.
